Scope and content:

This series consists of documents focused on CJPC's legislative work on prison reform and sentencing in North Carolina. Most of these materials were kept by CJPC staff in binders labeled by legislative year, and the focus is typically on legislative committee and commission work. Groups represented include the Special Committee on Prisons, NC Alternative Sentencing Association, NC Community Sentencing Services, NC Criminal Justice Partnership Program, NC Sentencing and Policy Advisory Commission, and the Joint Appropriations Subcommittee on Justice and Public Safety.

Folder contents often contain legislative reports, sentencing and prison reform bills proposed to the North Carolina General Assembly, lawsuits, state budgets, funding for community programs and rehabilitation programs, lobbying materials, statistical information, and reports on prisons and sentencing.

Most prominent among the bills represented in the materials are the Racial Justice Act (HB 1291), 2009 (see also Racial Justice subseries in the Death Penalty series), and the Justice Reinvestment Act (HB 642), 2011 (see also Justice Reinvestment Act in Projects and Partnerships series). For materials on No Death Penalty for Juveniles (HB 541) in 1985, see the Death Penalty series.

Additionally, CJPC created and distributed yearly legislative update packets that included news articles, recently passed bills, memos and newsletters by CJPC and other similar criminal justice organizations. These updates are typically found in their own folders in each legislative year subseries.

Processing information:

Binders marked with the legislative year or topic by Carolina Justice Policy Center staff were disbound and foldered by library staff and are marked as originally coming from a binder. Loose materials of legislative work were also added by library staff to the appropriate legislative year subseries.
