  4. This broadcast begins with a series of news bulletins. They are followed by Nsengiyumva's interview of Froduald Karamira of the MDR. Karamira addresses the people of Kigali and instructs them to assist the Army by carrying out their assigned duties and staying within their respective quarters. He goes on to say that the Rwandan Patriotic Front (RPF) has infiltrated itself into the civilian population which accounts for the deaths of so many non-soldiers. Major General Bizimana's speech is then broadcasted. He makes a call to Rwandans to respect their local authorities. Nizeyimana then gives an update on the war which includes a direct call against Mutarekanwa, a barrister in the Rugenge sector.
