Refers to delay of volunteers marching to S. Carolina on account of invasion of state. The time they were to serve has been lessened by the delay, resolved that they be discharged unless they agreed to service in the Southern campaign, or unless the governor after consultation with Steuben shall conclude that the situation does not permit their discharge.
