The Office of Community Affairs was formed in 1995 to focus on public health, housing, and community development in Durham, North Carolina. The following year the Duke-Durham Neighborhood Partnership (DDNP) was created to develop community relations between Duke University and Durham and to address issues with quality of life and public education in local neighborhoods.
Sam Miglarese became the director of DDNP in 2006. He was later named the Vice President of DDNP in 2010 where he remained until 2020 after accepting the position of Deputy Chief Administrator to the VP of the Duke-Durham Neighborhood Partnership.
Phail Wynn took on the position of Vice President of Durham and Regional Affairs in 2007. Before coming to Duke, Phail Wynn served as president of Durham Technical Community College from 1980 to 2007. In 2008, the Office of Community Affairs was renamed to the Office of Durham and Regional Affairs (DARA), and DDNP was incorporated as a division within DARA. DARA continued with the duties of the Office of Community Affairs while working to build relationships in Durham through programming and service learning. During Wynn's time with DARA, the office focused on K-12 education, economic development, neighborhood revitalization, and a partnership with Durham Public Schools. In 2018, Wynn retired from his position as Vice President of Durham and Regional Affairs, and DARA was renamed to the Office of Durham and Community Affairs.
The goals of the Office of Durham and Community Affairs (DCA) include supporting affordable housing, food security and nutrition, public education, and employment for the Durham community. DCA connects Durham, its neighborhoods, local non-profit organizations, and community members to resources at Duke University and Duke Health. DCA encourages community and student engagement through volunteer opportunities, philanthropy, and scholarship.
