Scope and content:

Stephen Abraham, male, age unknown, served with the Office for the Administrative Review of Enemy Combatants from September 2004 through March 2005, and was the first officer to publicly criticize the operations of the Combatant Status Review Tribunals. His affidavit was key to the United States Supreme Court decision in Al Odah v. United States, and subsequently Boumediene v. Bush.
