Settlement amendments in the Small v. Martin lawsuit on prison overcrowding which began in 1985 and continue through 1992. Also contains lobbying information and correspondence with judges and attorneys regarding the lawsuit and some prison overcrowding statistical information. Items within this subseries represent the files within the original binder.

Files contain documentation on sentencing and prison reform in the fiscal year 1988-1989. Highlights include: a Report to the Governor and the General Assembly on the Emergency Prison Population Stabilization Act (1988); new recommendations for separation of custody levels at North Carolina Correctional Center for Women, and a proposal to establish a Misdemeanor Diagnostic Center for the Female Command at the Fountain Correctional Center for Women; Special Committee on Prisons Interim Report to the North Carolina General Assembly (1988); handwritten meeting notes, progress reports and plans for a bill to support vocational education in prison; and committee work to offer organized substance abuse services for incarcerated people (Outer Banks XXVII resolution). With the exception of the first two entries, these files originally were housed in a binder related to sentencing and legislative work with the Department of Correction.
